A woman was fatally shot outside the North Dade Regional Library in Miami Gardens, in a harrowing incident captured by surveillance video, authorities have released. Joyce Small, 64, has been charged with first-degree murder for allegedly gunning down a woman identified as being homeless, whom Small reportedly knew and had helped previously. According to NBC6, the grisly incident occurred in broad daylight with footage showing Small chasing the victim around a red SUV before shooting her in the head.

The victim desperately begged for her life however, Small, undeterred and armed with malice, shot her multiple times and, after the victim collapsed, she shot her once again in the head a parking lot scene that soon turned into a crime scene rimmed with yellow tape, with detectives and first responders flooding in. The Local10 reports that the video captured the victim, in green, trying to evade Small by crouching and circling the vehicle, but her efforts were in vain as Small continued the chase until she caught up and executed the attack.

Minutes after the shooting, bystanders noticed the body leading to a crowd forming and police swarming the library, which remained closed with patrons inside, including children, until authorities had secured the area. The weapon used in the crime was later found in a corner, as per Small's disclosure to officers.

Small told authorities she suspected the victim was involved with her boyfriend, whom she had been spying on; these suspicions did not yield any confirmation of an affair with the victim, as Small reportedly only found her boyfriend with his wife. Small stated that for months, the victim had mistreated her and "beat her up," and when Small saw the victim at the library she "believed the victim was purposely agitating her," as stated in the police report obtained by NBC6. Small remains in custody with no bond set, awaiting further legal proceedings for the charges she faces.
